Austin P. Nakoa
President & RME
Austin worked for Hawaiian Dredging & Construction Company following his graduation from Arizona State University with a BS in Construction Engineering (BSES). Initially managing Heavy construction projects, he eventually managed larger building projects including the Guam Airport Terminal. In 1992 he founded The NAKOA Companies, Inc. and ultimately was awarded Military Projects as an 8(a) contractor.
Eric S. Austin
CPA / CFO
As a partner with Austin Nakoa, Eric leads Nakoa Energy using his business acumen developed over 30 years as an entrepreneur, business consultant, senior management, and a professional CPA.His experience includes working for KPMG and Dillingham Construction, and as a business consultant and CPA. He holds a BS from Arizona State University and an MBA from the University of Hawaii.
Maria Leiva
Controller
Maria hails from Ecuador and graduated from Hawaii Pacific University with a degree in Accounting. She has worked for The NAKOA Companies, Inc. for over 15 years. She handles and oversees all accounting and finance functions for the various Construction, Energy and Guam Operations. Additionally, she handles all of the Human Resource, Insurance and other ancillary functions.
Debz Galindo
Contracts Manager
Debz has extensive experience in Construction Contracts Management and Administration. She has also been involved in multiple Logistics Management for various company projects in Guam and Hawaii, Wake Island, and many other locations through out the country.
Michael Miyahira
VP Special Projects
Mike recently joined The NAKOA Companies, Inc. with a degree in Civil Engineering from University of Hawaii in Manoa. He has spent the last 19 years as a project engineer, estimator, naval architect and quality control manager with renowned building contractors. Mike brings a wealth of experience in managing projects from start to finish for Government and military projects.
Eric Olson
VP Estimating & Business Development
Recognized in the company as “EO” to differentiate between the “Erics”, Eric Olson provides a strong background in Estimating, Project Management & Business Development. An Air Force Veteran, EO has a long career in construction including Design Build, Federal Contracting, Negotiated Contracts & Commercial Construction.
Alex Wilks
Senior Project Manager
Alex Wilks is a seasoned leader with over 20 years of experience in Federal contracting, having held senior management roles across a range of organizations. He began his career as a field superintendent at Acutron, quickly advancing through the ranks with notable companies like Alan Shintani, Nakasato, Alutiiq, and Rore before joining NAKOA in 2023. Alex’s expertise in managing complex projects is vital to NAKOA’s continued success. He holds a BSCM degree from Everglades University and is currently pursuing an MBA at the University of Hawaii. Outside of work, Alex is a fifth-degree Black Belt in Karate, teaching the discipline in his spare time, and enjoys spending time with his daughter, who is studying pre-med at Baylor University in Texas.
Thomas Chock Jr

Thomas “Tommy” Chock, Jr. is a seasoned Project Manager at Nakoa Companies, bringing over 10 years of experience across diverse construction fields like civil, mechanical, and medical. A U.S. Air Force veteran, he previously led major projects at DAWSON and held leadership roles in multiple construction firms. With degrees in Paralegal Studies and Cybersecurity, he combines technical knowledge with practical expertise. In his free time, Tommy plays music professionally, enjoys motorcycle rides, cigars, fine liquors, traveling, and cherishing moments with family and friends.

Project Manager
Harrison Saito, PE, PMP is a Project Manager at Nakoa Companies, Inc., leading Defense projects in Hawaii and Guam with 13 years of experience in Construction and Design Management. His portfolio includes $350 million in projects for major clients like Amazon and Microsoft. Harrison holds a Civil Engineering degree from UC Irvine and enjoys improv comedy, reading, and hiking in his free time.
Sonny Jose
Project Engineer
Sonny Jose, Project Engineer at The Nakoa Companies, Inc, is responsible for overseeing all aspects of assigned projects that includes planning, scheduling and budgeting. With over 6 years of experience in various disciplines in the construction industry, he brings an enormous expertise in project management.
Before joining The Nakoa Companies, Inc, Sonny worked at GSI Service Group, Standard Sheetmetal & Mechanical, Inc, Elite Mechanical, Inc. as Project Manager. He hold a Bachelor’s Degree in Civil Engineering from the University of Hawaii at Manoa.
In his free time, he enjoys playing basketball, model kit building, hiking, and traveling. They are always looking to grow professionally and contribute to the success of their team.
Vicky Smith
Project Coordinator
Vicky Smith, Project Coordinator at The Nakoa Companies, Inc. is responsible for tracking project performance along with coordination support to all project managers. With her 15 years in construction experience she has collaborated with federal Department of Defense (DoD) initiatives at the highest levels along with State and City & County Government Agencies/Structures to ensure strategic alignment and seamless coordination across jurisdictions.
Vicky holds a bachelor’s of Science in Chemistry, with a minor in Public Policy from the University of California, Los Angeles.
In her free time, Vicky enjoys running, yoga and spending time with family and friends. Vicky constantly brings a positive solutions-oriented mindset to every project, fostering a collaborative environment that drives her team’s success!
Elaine Jackson
Accounting Assistant
Elaine Jackson is a key figure in the accounting department at Nakoa Companies, with 25 years of expertise managing payroll, accounts payable, and receivables. With over two decades in the construction industry, she’s a seasoned professional. In her free time, she enjoys jeep rides, camping, and family time, especially with her granddaughter. Always seeking growth, Elaine is dedicated to her team’s success.
Sassy Mae Sumulong-Belza
Accounting Assistant
Sassy Joined NAKOA in 2018 as a Part Time Accountant supporting NAKOA’s Construction activities. In September, 2020 Sassy started full time work with NAKOA to support the Guam Division while providing administrative support to Estimating and Contract Administration. She has worked for Construction and Property Management firms doing accounting work in the past and has strong knowledge in system software and accounting programs. Sassy has a BA in Communication Arts from De La Salle University in Manila, Philippines in addition to a Certificate Course and Competency in Small Business Accounting from Leeward Community College in Pearl City, Hawaii.

Noel Lomtong
Senior Project Manager
NAKOA Guam Inc. was fortunate to welcome Noel Lomtong in April 2021. A licensed professional engineer from the Philippines and a licensed contractor in Guam, Noel brings a wealth of experience to the team. He is a certified CQC Engineer/Site Safety Officer and an accomplished Project Manager, having worked with some of the largest contractors on Guam. Currently, Noel serves as the CQC for NAKOA’s Combat Training Facility at South Anderson AFB and as Project Manager for the McDonald’s Renovation project on Saipan and Guam, overseeing critical work with a keen eye for safety and quality..
Mayet Lomtong
Project Engineer/Coordinator
NAKOA Guam Inc. brought Mayet on board in early 2022 to play a key role in launching the McDonald’s Construction Program across Guam and Saipan. A graduate of Civil Engineering (BSCE, 2000) from the Polytechnic University of the Philippines and a licensed professional engineer in the Philippines, Mayet has a strong foundation in the field. She previously served as a Project Coordinator for MMB, Inc. on Guam and held a similar role at IBBC LLC. Known for her efficiency and versatility, Mayet excels in all aspects of construction, bringing a broad skill set that strengthens NAKOA’s ability to handle complex projects.
Gerard Caoleng
Accountant
In 2024, Gerard joined NAKOA Guam to strengthen the island’s growing accounting operations and ease the workload of the Honolulu team. With over 16 years of experience and a robust set of qualifications—including a Certified Public Accountant (Philippines), Registered Cost Accountant (ICMA Australia), and Certified Associate Treasury Professional—Gerard has held roles ranging from accounting professor to Treasury Officer and Senior Accountant for a major contractor in Guam. He holds an MBA and is deeply committed to leadership development. Outside of work, Gerard enjoys mentoring future leaders and spending time with his two sons, aged 8 and 12, balancing his professional expertise with a strong family focus.
Jose Rebote, Jr
Project Manager
Jojo joined NAKOA in early 2024, bringing a wealth of experience from his time at CATCON, where he contributed to several major civil projects since 2023. Before that, he worked for companies like LMS, Inc. in Guam and PERTCONSULT in the Philippines, and even spent time in Saudi Arabia as a Cost Engineer and Estimator. A Licensed Civil Engineer (Philippines) and a skilled Structural Engineer, Jojo specializes in concrete structures, bridge design, and foundation engineering. Known for his calm demeanor under pressure, he excels as a team player and communicator. Outside of work, Jojo is an avid photographer, capturing iconic shots such as those of the McDonald’s Mangilao site.
Ronaldo Daraldal
Project Manager
Ronaldo recently joined NAKOA Guam, where he has been instrumental in managing the company’s estimating workload. A graduate with a BSCE from the National University in Manila (2007), Ronaldo has extensive experience in civil engineering, having worked on a variety of projects in Guam, as well as managing site work in Saudi Arabia and the Philippines. His expertise strengthens NAKOA’s growing ability to handle and self-perform projects both on Guam and in other regions. A self-motivated professional and a dedicated team player, Ronaldo is also a proud father of two, balancing his successful career with his love and devotion to his family.
